Is it littering if you put litter back on the ground that you just picked up?

When Mary and I walk the dogs, I am nosey and like to pick up used lottery tickets, receipts and other random pieces of paper that we find on the ground. After studying the item, sometimes I just put it back where I found it. Mary always accuses me of littering. I say that I am not littering, it was already litter! Sure, it would be a nice thing to dispose of the item properly, and sometimes I do, but if I don’t, it’s still not littering. Can anybody back me up?

[BTW, I have cashed in $14 in instant lottery ticket winnings from fools who bought these things and didn’t even know that they won a few bucks and threw them on the ground!]

Don’t worry Rob. It’s not littering, whatever Aunt Mona says.
All you do is pick it up(when it was already on the ground) and then put it back where you found it. Plus, that’s not your job to pick up the litter; it is the ”adopt a highway” guys job! And one more thing: it’s the OTHER GUY’S litter. Do you see that Auntie Merna? Not Rob’s. Other guy’s. Rob, don’t listen to what Auntie Merna has to say, I’m right here in a safe spot where Aunt Mona can’t come and get me when I back you up like this. Oh, and if you happen to find a winning lottery ticket and get the money, and Aunt Mona wants to split it 50-50, give her 40% for not listening to dear old Rob and yours truly.

I believe there is a fine line on when something of this nature becomes liter. If the dog picks i up and then you just take it out of the dogs mouth and put in back that is acceptable. Once you take it and read it, then you become owner of said paper. You are littering then.

Hey Jim ~ if Rob picks up litter off of the ground (and no one sees him do this) and then throws it back on the ground and a *policeman* sees him do this he will have to pay a fine for littering and *nobody* will get the lottery winnings because it will all go toward paying the fine!

p.s. it’s *everyone’s* job to keep the earth clean. “adopt a highway” people are *volunteers* ~ they volunteer their time and energy to pick up your litter and do not get paid for it ~ they are true stewards of the earth ~ as we all should be!

p.p.s. don’t get too comfortable over there buddy ~ you are only a planeride away!!!

BUT Rob could calmly explain to the officer that it was not his litter and he was putting it back where he found it. The officer might scold him for doing that, but at least he probably won’t get a ticket so HA
